NOVEMBER REFERENDUM

At the November election the Town voted to change from the an elected Town Clerk and Town Treasurer.

This change will take place in April of 2013, at the end of the term of our current Town Clerk and Treasurer.

As was noted earlier, the basis for this change was due to several factors.
Towns with elected Clerk and Treasurer positions have become a minority in the state. Our town was part of that minority. This is largely due to the complexity of the job. These positions have changed over the years to the point where they have become a very technical position with demanding requirements. The state has passed laws that have made continuing education and a skill in the use of computers a job necessity.
The Planning and Town Board in examining whether or not to place this item on the ballot discussed at length the pros and cons of elected versus appointed.
The greatest advantage to appointing these positions is for consistency and the ability to assure that a qualified person would be in the position. With an election, a popular yet unqualified person could get into one of these positions and possibly put the Town into a situation where it would be open for liability. This appears to be the reason that most other Towns have switched to appointed people in these positions. The Town Board would be obligated to hire a qualified applicant and, unlike an election, could organize a training or transition period when a change is needed. The loser in an election has no obligation to help the winner.

The cost factor for this change will be neutral. The Town Board will be entering into a contract with the appointed people to do the obligated duties for the same salary that were set in the Town Budget (most likely a two year contract).
