American Transmission Company Payout
For several years the process has been moving forward on the placement of 2.84 miles of high voltage lines through the Township. While the Town has done what it could to impact the placement, the lines did enter into our Town.
The state mandates that the American Transmission Company make payments to the Town as long as these lines are active. During 2017 the first payment of $280,298 dollars will be made. Starting in 2018 the Town will annually get $33,636 dollars.
The Town Board moved in December to dedicate these funds towards upcoming needs.
The first will be to fund the Town’s portion of the Tri-County Fire Department’s primary Engine truck. The Department’s primary Engine is currently over 20 years old which is way beyond the expected service life for such a vehicle. The cost is split between the five municipalities that control the Department. This will use up $84,546 dollars of this initial payment.
The rest of the funds will be used to repair and reconstruct roads here in the town. This has continually been the primary need for the Town and this extra boost will help us to move forward on a couple of projects which normally would not be done for several years.

Community Wide Garbage/Recycling Pickup
The Town Board, after input from the residents of the Town, has decided to go ahead with contracting for Municipal Garbage collection in the Town. A copy of the following letter was mailed out to the week of August 17th.
Numerous requests over the past several years, along with a vote from our residents at the 2015 Annual Town meeting, has led the Town to consider contracting as a municipality for residential garbage pickup. In researching the situation it was learned that over 60% of the town residences contract for garbage pickup with the same company (Deyo Disposal) that provides recycling collection on behalf of the town. Deyo’s monthly rate for private garbage weekly pickup is at $18 per month or $216 per year. When you add in the $2.35 per residence that the town spends for recycling pick up per month, the impact per household rises to about $20.35.
The Town Board took this issue up as a search for a service provider and requested proposals from vendors. In approaching the search in this manner the board would not be committed to selecting a simple low price only bid. For this type of issue, where more than simple price is important, the ability to negotiate levels of service among other factors, made this the best way to work through this selection process. The process looked for weekly pick up with a cart similar in size to the current recycling cart. One of the requests was accommodation for those farmers, and other large volume parties, that need a dumpster rather than a cart.
After input from residents at the August meeting, the Board has decided to enter into negotiations with Deyo disposal (our current recycling vendor) to provide this service to the Town. While Deyo was not the lower price offer, the residents at the meeting preferred this vendor. The results will be as follows:
- Starting January 1st 2016 there will be weekly municipal pickup for garbage provided for each residence in the Town. A cart will be delivered prior to this date to each residence.
- There will now be bi-weekly (not twice a month) recycling pick up through the Town on the same day as the garbage pickup.
- Those individuals that contract for a dumpster with Deyo disposal will get a credit on their bill, from that vendor, for the amount they paid to the Town for the municipal garbage pickup.
- Each Residence in the Town will see a special assessment on their tax bill this December to cover the cost of the service. If a tax bill has more than one residence (a duplex), the tax bill will show a charge for each residence.
The cost negotiated with Deyo for this total service is $12.15 per month, or $145.80 per year, for garbage and recycling. With the average household paying $216 just for garbage alone, this is a 32% cost saving for over 60% of our residences, totaling about a $70.80 savings per year, per residence.
Residents should plan on canceling their current private garbage pickup contracts as of December 31st 2015 and expect the special assessment of $145.80 per residence on their December 2015 tax bill. If you have a dumpster, you may contact Deyo disposal to arrange a contract with them if you wish to take advantage of the credit (contracts with other vendors will not get this credit).
As with any change, we know that there will be some that may not like this; however, this is an action that will affect the majority of the residents in the Town in a positive manner. This change will significantly lower the overall costs for the majority of the town’s residents. Because of this overall benefit to the majority of our town’s residents, we have decided to move forward with this change at this time.

After a long process the Town has finally obtained approval from the state Department of Agriculture, Trade and Consumer Protection for the changes to our zoning ordinance and map. These changes will allow the residents to claim their Working Lands tax credits. Click on the below links to see the changes to the Ordinance and the Map.
Implements of Husbandry (IOH) Weight Limit Requirements
The state has passed legislation requiring agricultural equipment, including tractors, combines, and other pieces of equipment that by definition of the new law meet the standards of being called implements of husbandry or agricultural commercial vehicles (Ag CMV), to follow weight and size limits when traveling upon public roadways.
Your Town Board came to its decision on this matter after numerous discussions which included the input from public meetings and consultations with neighboring towns, agricultural contractors and farmers.
The Town will be taking the same action as our neighboring Towns and adopting the basic requirements of the new law in regards weight limits on town roads.
The Town of Pittsfield will not require any special action for implements of husbandry or Ag CMVs UNLESS they wish to use the roads while exceeding the basic weight limits of 23,000 pounds per axle or a total 92,000 pounds gross weight. A permit may be submitted for permission to exceed these weight limits adopted by the Town.
The Town will use the State Standard Applications M2582 and M2583 as No-Fee Permits.
