A Regular Board meeting of the Town Board of Pittsfield was held on Tuesday, August 12, 2008. Meeting was called to order at 7:30 p.m. by Chairman Deneys. A moment of silence followed in honor of Fire Chief, Frank Wichlacz, who lost his life in an accident in the line of duty July 23, 2008. Present for roll were Chairman Deneys, Supervisor Huetter and Supervisor Tauscher.
Huetter/Tauscher, motion to approve the printed agenda. Motion carried.
Minutes of the July 8, 2008 were reviewed. Necessary corrections made to the Conditional Use Permit were, no area lighting or illuminated signs and a compacted parking lot would be required. Deneys/Huetter, motion to approve the corrected minutes. Motion carried.
Deneys/Tauscher, motion to open the floor for public comments. Motion carried.
Suggestion to grade the gravel back onto the shoulder of Anston Road before damage is caused to the edges of that road. Also shoulder grading needs to be done on Brown County Line Road. Gil Wagner will contact Matt Maroczak to do ditch brush cutting.
Deneys/Tauscher, motion to close the floor. Motion carried.
Treasurer Harrig’s report:
Cash on hand July 1, 2008 $348,045.12
Income $73,824.11
Expenses $117,854.57
Bank balance $304,014.66
Huetter,Tauscher, motion to approve the treasurer’s report. Motion carried unanimous consent.
Judge Robert Betley, introduced himself to the board. He serves as the Judge for the joint Municipal Court Pittsfield formed with the Village of Pulaski.
Planning Committee report:
- Jeff Eastman seeking information regarding sale of products and fire works from stand on Hwy 32, located in A-1 Agriculture Zone.
- Feline licensing will be researched with other towns and public input will be gotten before a decision is made on adoption of such licensing.
- Recommend board approval to amend A-2 zone to include Conditional Use Permit to cover energy development.
- Recommend board approval to reduce speed limit on Brown County Line Road to 45 MPH from .02 mile from Pulaski Village Limits to Brookside Drive.
- Deneys will research ordinance to clarify open burning.
Huetter/Tauscher, motion to approve recommendation of Planning Committee to reduce speed limit on Brown County Line Road to 45 MPH from .02 mile east of Village Limits to Brookside Drive. Motion carried.
Deneys/Huetter, motion to open the floor for comment. Motion carried.
Carl Kasper appeared before the board asking for reimbursement for a tire rim damaged by hitting a pot hole on Brookside Drive. The cost of the rim was $371.39.
Deneys/Tauscher, motion to close the floor. Motion carried.
No action was taken by the board at this time
Deneys/Tauscher, motion to proceed with necessary hearing to correct the zoning of PI-516-1, to B-1, Community Business as indicated on the Pittsfield Zoning map. Motion carried.
Annual Beer Garden License application for Journey’s Bar & Grill was tabled at this time. Application was not received in time for the board to take action.
Tauscher/Huetter, motion to proceed with taking bids to contract snow plowing for 2008-09. Motion carried.
Deneys/Huetter, motion to open the floor for discussion on joint garbage collection. Motion carried. Pittsfield will participate in the discussion to consider joint garbage collection with Howard-Suamico.
Deneys/Tauscher, motion to close the floor. Motion carried.
NIMS compliance was discussed. Clerk was asked to take the classes for ICS 100-700 certification.
Regular Board meeting for September will be Wednesday, Sept. 10, 2008.
Road Construction:
- Hillside Drive, shouldering is completed. Road will be checked by Deneys and Loberger. Request for TRIP reimbursement will be made.
- Wall repair on Rolling Hill Drive is being planned. Dean Freeberg will get costs for ditch cleaning to be done at same time as other construction on project. Board members will be contacted before a final decision is made.
- Mr. Oskey is working with Foster Construction to secure a price for final coat of asphalt on Glenfield Drive. Mead and Hunt will serve as the towns engineering firm for this project.
- If possible only two borings will be done to help determine type of base under Forest Drive before any type of construction decisions are established for this road project.
Huetter/Tauscher, motion to approve Land Use, Buiding, Culvert, UDC, and Construction Permits. Motion carried.
Deneys/Tauscher, motion to approve invoices for current expenses. Motion carried unanimous consent.
Tauscher/Huetter, motion to approve checks 7871-7907. Motion carried.
Rescue Squad Report:
Meeting cancelled because of funeral for Fire Chief Frank Wichlacz. Next meeting August 25, 2008.
Fire Dept Report:
Addition to agenda was a request to go into closed session to discuss employee issues and the hiring of professional council as necessary.
Mutual aids were thanked for manning the fire department during the funeral. Future business will be a memorial to the Fire Chief.
Chairman’s report:
Letter was received from the Oneida Tribe inviting board members to a work shop Aug. 25, 2008 to discuss service agreement and improving relationships.
Cindy Hendricks has asked to step down from her position as Zoning Administrator. We will be posting for applications to fill this position.
Deneys/Tauscher, motion to adjourn to closed session, pursuant to Wis. Stat. 19.85 (1) (c) to discuss employee issues. Motion carried.
Deneys/Huetter, motion to return to open session. Motion carried.
Deneys/Tauscher, motion to adjourn at 10:25 p.m. Motion carried.
